LANDBANK expands financing and digital services for MSMEs, gov’t employees in Naga

Local entrepreneurs and government employees in Naga City are set to benefit from expanded financing, business development support, and digital financial services under new joint initiatives launched by LANDBANK and the City Government of Naga.



The agreement aims to help micro, small, and medium enterprises (MSMEs) access capital, grow their businesses, create jobs, and drive the City's economy, while providing government employees with more convenient and secure payroll services.

Formalized by LANDBANK President and CEO Lynette V. Ortiz and Naga City Mayor and former Vice-President Leni G. Robredo on 24 July 2026, the collaboration covers the implementation of the LIFTING MSMEs Lending Program and the rollout of the LANDBANK eCard for city government employees. They were also joined by Department of Information and Communications Technology (DICT) Undersecretary Atty. Faye Condez-De Sagon, LANDBANK Executive Vice Presidents Charlotte I. Conde and Marilou L. Villafranca, Naga City Treasurer Maria Socorro R. Gayanilo, and other officials.

"At LANDBANK, we believe strong local economies start with empowered businesses and efficient local governance. By bringing accessible financing and digital tools to Naga City, we are giving local entrepreneurs room to grow while helping the LGU deliver better services for every Nagueño," said LANDBANK President and CEO Ortiz.

Under the LIFTING MSMEs Lending Program, LANDBANK and the City Government of Naga will work together to expand access to affordable financing for local enterprises. The Program offers loans ranging from ₱100,000 to ₱500,000 for start-ups, ₱500,000 to ₱5 million for growing businesses, and up to ₱50 million for established MSMEs seeking to expand.

“Sa ganitong produkto ng LANDBANK, it will allow the MSMEs na magkaroon ng additional capital without the necessary interest rates na binabayaran nila sa private lenders. With LANDBANK's program, lower ang interest rate, longer ang term,” said Naga City Mayor Robredo.

Beyond financing, the Program provides financial education, entrepreneurship, business management, and digitalization support to help enterprises become more competitive and sustainable. MSMEs will also gain opportunities to participate in trade fairs, investment forums, business matching activities, and other enterprise promotion programs.

To further improve access to financing, the Program will leverage AI-enabled solutions being developed by LANDBANK and the DICT to streamline credit assessment and strengthen business development support for MSMEs.

To drive its digital transformation, the City Government of Naga adopted the LANDBANK eCard system. The initiative converts standard payroll accounts into multifunctional cards that serve as both official employee IDs and ATM cards.

This rollout builds on prior financial inclusion efforts in Naga City, including the recent onboarding of nearly 500 solo parents into the formal banking system to ensure the safe and direct distribution of government aid.

Through expanded support for local enterprises, digital public services, and financial inclusion, LANDBANK continues to create more economic opportunities and help build a more resilient, inclusive, and digitally enabled future for Nagueños.
