Visa, LANDBANK introduce new government purchase card to accelerate digitalization of government transactions

Visa (NYSE: V), a global leader in digital payments, and LANDBANK, the top government bank in the country, have launched a new Government Purchase Card (GPC), designed to provide government agencies with a more transparent, seamless, and efficient payment solution to manage government purchases.



The new LANDBANK Visa GPC enables government institutions to transition from traditional cash advances and manual reimbursement processes to a secure and fully digital payment system. The card also provides greater oversight and accountability through built-in controls, including spending limits, merchant restrictions, and digital monitoring that will help agencies strengthen compliance while improving operational efficiency.

Through this innovation, we see this impactful collaboration with LANDBANK giving government agencies greater control over their processes, enabling them to be more agile and transparent to ultimately improve delivery of services to the Filipino public,” shared Jeffrey Navarro, Country Manager for Visa Philippines.


Soon, cardholders will gain access to an integrated digital expense management platform, scheduled to go live by the fourth quarter of the year. The platform will automate all expenses processes – from transaction capture and reconciliation to approval workflows and reporting – providing government agencies with data-driven insights, enhanced spending visibility, and stronger financial controls.

The new LANDBANK Visa GPC is expected to automate procurement-related payments for public sector institutions, including low-value purchases, government travel-related spending, and recurring expenses. Among the first government institutions to adopt the LANDBANK Visa GPC is the Bureau of the Treasury, which manages the custody and disbursement of government funds across its 16 regional offices nationwide.
