BCDA nails down "win-win" solution over CHDevCo sub-lessees

BAGUIO CITY (February 5, 2025) -- The state-run Bases Conversion and Development Authority (BCDA) has signed agreements with several sub-lessees of CJH Development Corporation (CJHDevCo) for fresh lease terms in Forest Estates, Country Homes, Golf Estates, and Forest Cabins in Camp John Hay in Baguio City. 

 

In a purported move to find a common ground benefitting all parties, following the Supreme Court’s final ruling allowing BCDA to recover the Camp John Hay property, the BCDA signed over 40 new residential agreements with sub-lessees of CJHDevCo, said Leilani Barlongay-Macasaet, BCDA Vice President for Public Affairs.

 

According also to BArlongay-Macasaet, BCDA has also been in talks with other stakeholders to come up with fresh term sheets for their residential leases in Camp John Hay. 


BCDA President and Chief Executive Officer Joshua M. Bingcang added that they are already preparing term sheets for the other residential lessees, majority of which are expected to be finalized and signed in the coming days.  “We want to assure all stakeholders that BCDA is here to help facilitate this transition of management in Camp John Hay. As we move forward, our focus now for Camp John Hay is to create a future that benefits everyone. With the support of our private partners and the Baguio City Government, we are working to improve facilities and services, protect the natural environment of the area, create employment opportunities, and ultimately, empower the local community,” Engr. Bingcang emphasized.  “We invite everyone to be part of this pivotal moment so we can ensure that Camp John Hay reaches its full potential for all who value it.”


BCDA is set to conduct a review of Camp John Hay’s over 25-year comprehensive master plan to align it with the United Nations’ Sustainable Development Goals. It aims to replicate the successes of Bonifacio Global City in Taguig and New Clark City in Tarlac by implementing infrastructure projects and bringing in high-impact investments that will provide socioeconomic opportunities for the local community and enable BCDA to contribute more to the state coffers.
