Baguio City Joins Global Open Government Movement at OGP Summit 

Baguio City, March 5, 2025 – Baguio City has taken a significant step toward strengthening transparency and citizen participation by joining the Open Government Partnership (OGP) initiative, an international movement that promotes accountability, public engagement, and good governance. The announcement was made during the OGP Summit held at the Baguio Convention and Cultural Center, where Gladys Vergara, Chairperson of the Baguio Tourism Council, represented the city. She emphasized Baguio’s dedication to enhancing democracy and improving public services through active collaboration with civil society.


Baguio City is now among the 55 local governments worldwide recognized for their commitment to open and participatory governance. The OGP Summit gathered global leaders, policymakers, and governance advocates to discuss key principles of open government, best practices, and innovative strategies for fostering transparency and civic engagement. Discussions focused on leveraging digital tools, strengthening policy reforms, and building frameworks that prioritize accountability.


Baguio City’s inclusion in the OGP initiative is seen as a major milestone in its pursuit of good governance. As the city continues to prioritize open dialogue, technological advancements, and strong partnerships, it aims to serve as a model for transparent and participatory public service in the Philippines.


Commitment to Public Service, Gladys Vergara reaffirmed her commitment to the people of Baguio, stating, “Glad to serve you!”—a promise to uphold positive leadership and initiatives that contribute to heritage preservation and sustainable development.
