Tree nursery project in Baguio wins “Subaybayani” plum

BAGUIO CITY (December 26, 2024)-- Baguio City’s “Tree Research Hub and Tree Nursery or Greenhouse project” of the City Environment and Parks Management Office (CEPMO) won the prestigious SubayBAYANI Award, a national recognition given to local government units that excel in infrastructure governance or the development and management of projects.

 

The Tree Research Hub and Tree Nursery or Greenhouse project of the City Environment and Parks Management Office (CEPMO) was recognized as one of the national ten outstanding projects under the Local Government Support Fund (LGSF) monitored by the Department of the Interior and Local Government (DILG).

 

The tree nursery project bested 46 exemplary local government projects in the city category from 149 cities around the country.

 

CEPMO Head Rhenan Diwas received the award on behalf of Mayor Benjamin Magalong, who

expressed elation for the recognition. “It affirms the city’s commitment to achieving good governance and sustainability,” the mayor said.

 

Subaybayani is a DILG program that aims to “promote accountability, transparency, and participative governance in the management and development of projects… and… highlights the importance of local governments in driving community transformation through efficient project monitoring and implementation.”

 

The tree nurseries located in Botanical Garden and Busol watershed excelled in the criteria set by the awards program.

 

The project was funded under the Financial Assistance to Local Government Unit (FALGU) in 2022, implemented on Sept. 29, 2023 and completed in April 2024. In on

 

From being an overlooked seedling rearing sites with minimal funding, the nurseries have been developed to eventually become versatile and tourism-oriented facility with amenities not only for tree seedling rearing but also for a demonstration site and tree research hub for residents, tourist and tree enthusiasts. 

 

 The CEPMO operates and maintains the nurseries which now contribute to the city’s greening program by producing an average of 20,000 tree seedlings yearly.

 

The DILG monitored the project from the start of its implementation.

 

Under the program, locally-funded projects are being monitored using the SubayBAYAN portal “to showcase the performance of LGUs and DILG Regional Offices (DILG ROs) in monitoring and evaluating locally-funded projects.”

 

The portal also allows for the management and monitoring of all project financial and physical data, according to the DILG.

 

The Subaybayani program includes features geotagging through the use of Google Map Integration to pinpoint the exact location of projects and a dashboard that presents information in charts and graphs to facilitate analysis and display.
