LANDBANK boosts energy services through ₱155-B financing, digital payments for PSALM
LANDBANK is strengthening support for a reliable and resilient power sector through a ₱155.0-billion Bilateral Term Loan Facility and the onboarding of the Power Sector Assets and Liabilities Management Corporation (PSALM) to its Link.BizPortal digital payment platform.
As sole lender and arranger, LANDBANK’s new facility provides PSALM greater financial flexibility to sustain critical energy obligations. Concurrently, Link.BizPortal offers a secure online channel for electric cooperatives, power companies, and other authorized payors to conveniently settle Universal Charges — streamlining nationwide collections while enhancing operational efficiency, transparency, and accountability.
The latest collaboration builds on LANDBANK's nearly two decades of partnership with PSALM in advancing the country's power sector reform program. Over recent years, the Bank has provided significant financial backing, including syndicated term loans amounting to, ₱110.0 billion in 2024, and ₱100.0 billion in 2025.
LANDBANK President and CEO Lynette V. Ortiz and PSALM President and CEO Dennis Edward A. Dela Serna led the ceremonial signing of the loan agreement and digital onboarding on 04 August 2026 at LANDBANK Plaza in Manila, joined by National Treasurer Sharon P. Almanza, Department of Finance (DOF) Undersecretary Maria Angela E. Ignacio, LANDBANK Executive Vice Presidents Charlotte I. Conde and Marilou L. Villafranca, LANDBANK Senior Vice President Gonzalo Benjamin A. Bongolan, and PSALM Finance Group Vice President Manuel Marcos M. Villalon II as witnesses.
"At LANDBANK, we believe modernization must deliver real results for the public. Through this Agreement, we are strengthening the financial and digital foundations that support a reliable and sustainable energy sector," said LANDBANK President and CEO Ortiz.
“LANDBANK has always been with PSALM since the very beginning. We are grateful for their commitment and continued collaboration and we look forward to creating more opportunities to work together in the years ahead,” said PSALM President and CEO Dela Serna.
Through responsive financing and digital banking solutions, LANDBANK remains committed to helping government institutions operate more efficiently and advance inclusive and sustainable national development.
