La Union SP to probe power plant not giving LGU shares

BAGUIO CITY (February 6, 2025)— The Sangguniang Panlalawigan (SP) of La Union via the Committees on Energy, on Laws, Rules and Privileges and on Finance, Budget and Appropriations are preparing to probe the sale and operation of the Bauang Diesel Power Plant (BDPP).

SP member Ruperto A. Rillera, Jr. raised issues against the sale and operation of the BDPP, located in Barangay Payocpoc Sur, Bauang, La Union, operated and maintained by 1590 Energy Corporation.



Rillera sounded his concern after the claim of Bauang Mayor Eulogio Clarence Martin P. De Guzman III that they have not received any of the share from the proceeds derived from the sale of the power plant, contrary to the claim of La Union Governor Raphaelle Veronica Ortega-David that Bauang’s share had been given by the provincial government and received.


Rillera stressed that as responsible leaders, it is important to examine the facts, ensure transparency, and uphold the principles of fairness in the distribution of revenues derived from this significant energy facility. 


The SP member urged his colleagues to look into the concerns raised, to ensure that the revenue-sharing scheme is equitable and transparent, and to guarantee that the proceeds are used to improve the lives of the people of Bauang, La Union. 

He also wished in the upcoming probe that Mayor de Guzman is invited in their next regular session to shed light. 


While La Union Vice-Governor Mario Eduardo C. Ortega referred the query of Rillera to the proper Committees while urging them to conduct the hearings the soonest.
