La Union rushes incentives for employees

BAGUIO CITY (December 28, 2024) -- The Sangguniang Panlalawigan (SP) of La Union during a special session Friday afternoon approved the allotment of funds for the incentives to be given to the deserving provincial government employees.

La Union Vice-Governor Mario Eduardo C. Ortega was grateful to the SP members who heeded to the call for a special session to nail down the supplemental budget for the Transformative Governance Performance Towards Service Excellence Incentive (PRAISE).

He said they have to act fast as it is their last session for this year and the incentives should be given to the employees before the year ends.  "Kung ang Buwis ang lifeblood ng gobyerno, ang mga empleyado ang lifeblood….sa pagpapatakbo ng mga serbisyo ng gobyerno para sa lahat ng mga kakailian….priority ko sila,” (If the taxes are the life blood of the government, the employees are the lifeblood...in running the services of the government for all our province mates...they are my priorities). He said that it is good that there was a quorum for that special session.

The proposed appropriation ordinance was endorsed and sponsored by Chairperson of the Committee on Finance, Budget and Appropriations Board Member Chary Nisce.

The ordinance was approved unanimously by the other SP members.

On December 23, 2024, the Civil Service Commission (CSC) Region 1 approved the Enhanced PRAISE Guidelines of the La Union provincial government.

The Request for the appropriation ordinance for the purpose was transmitted to the SP on December 26, 2024 that was immediately acted upon.

Ortega hoped that the incentives are given to the employees Saturday (December 28, 2024). “If not”, he said, “they should be distributed to them before New Year”.

Time to Pass the Torch: Why Political Comebacks Are Not the Answer
By Malou Laxamana Pascual May 5, 2025
As the May 12 election nears, a quiet but growing movement is making itself heard in Baguio City. It does not come from the traditional campaign stage or the usual political dynasties. It is not funded by machinery or driven by name recall. It comes from the ground, from the young, and from those who are tired of the cycle. Tired of the same names, the same faces, the same families. Tired of watching opportunity slip away as public service is reduced to a personal brand.
