John Hay hotels seek smooth transition, workers welfare protection

BAGUIO CITY (December 18, 2024) -- Camp John Hay Leisure Incorporated said it seeks a smooth transition of the management of Camp John Hay’s 247-hectare leased area back to the state-run Bases Conversion and Development Corporation (BCDA).

This, to protect their more than 400 employees that could potentially be affected by the recent Supreme Court ruling favoring the return of the leased property back to government, Ramon Cabrera, general manager of the Leisure Hotel Corporation pointed out to journalists Wednesday.

Leisure Hotel Corporation is a management corporation handling the operation of The Manor Camp John Hay, The Forest Lodge Camp John Hay and the CAP-John Hay Trade and Cultural Center, all locators inside the leased area.

“We hope that everything goes smoothly when BCDA takes over the management and that the employees are not affected by the (SC) decision,” Cabrera said.

BCDA President Joshua Bingcang earlier on Tuesday said they are willing to forge agreements with all stakeholders operating inside Camp John Hay at the heels of the High Tribunal’s final and executory ruling upholding the Notice to Vacate earlier handed down by a local court.

Around 3,000 individuals are also working in different business locators operating inside Camp John Hay.

Cabrera said Manor Hotel then offered for sale to 208 unit owners and Forest Lodge to 189 unit owners were not mentioned in the court decision, only the private developer Camp John Hay Development Corp. (CJHDevCo).

“They have individual contracts with us and they have a right to be heard. We hope that their rights are not disturbed,” Cabrera said, adding that the individual owners’ contracts will expire in 2025.

Cabrera cited Tuesday’s signing of a MOA with the management of Le Monet, one of the business locators in John Hay, as a positive sign of government’s willingness of smoothen things out. “We hope to do the same.”

While Lawyer Federico Mandapat Jr., counsel for Leisure Hotel Corp. said they were told by CJHDevCo that agreements are in the offing for the smooth transition.

Time to Pass the Torch: Why Political Comebacks Are Not the Answer
By Malou Laxamana Pascual May 5, 2025
As the May 12 election nears, a quiet but growing movement is making itself heard in Baguio City. It does not come from the traditional campaign stage or the usual political dynasties. It is not funded by machinery or driven by name recall. It comes from the ground, from the young, and from those who are tired of the cycle. Tired of the same names, the same faces, the same families. Tired of watching opportunity slip away as public service is reduced to a personal brand.
