Glenn Gaerlan, Passionate Servant of Baguio’s Cultural Soul

Internationally acclaimed cultural artist Glenn Gaerlan remains steadfast in his commitment to serve the people of Baguio City with genuine passion, unwavering dedication, and a heart rooted in heritage. A proud son of Baguio, Gaerlan traces his lineage to proud Igorot ancestry—a cultural identity that continues to shape his values and inspire his life’s work.

Public service runs deep in his blood. His late grandfather, Juan Gaerlan, once served as Governor of Mountain Province, while his uncle, the late Gualberto “Bert” Floresca, was a well-respected Baguio City councilor. This legacy instilled in him a deep sense of leadership, civic responsibility, and an enduring love for community. For Gaerlan, public service isn’t just a calling—it’s a family tradition that he proudly continues.

Currently serving as a Sector Head of the Baguio Tourism Council for Responsible Pet Ownership, Gaerlan plays a vital role in shaping the city’s cultural and tourism landscape. His involvement with the council allows him to advocate for issues close to his heart—community welfare, responsible tourism, education, and the celebration of local identity. He is also a Consultant for the Candon City MVS Heritage Music Foundation, Inc., where he shares his expertise in music and heritage preservation.

As an artist and cultural leader, Gaerlan brings decades of experience to the table. He has served as the Artistic Director of the University of Baguio Performing Arts since 2005, and is the visionary founder behind “Boses ng Baguio: Search for Baguio City’s Newest Singing Sensation,” a grassroots talent competition that has empowered local youth since 2014. He is also the President of the Lyric Opera of the Philippines, a platform through which he champions Filipino talent on both local and international stages.

But Gaerlan’s passion for culture and education is backed by a solid academic foundation. His educational journey includes:

  • Master in Public Administration – University of Baguio, 2013
  • Bachelor in Secondary Education, Major in Music – University of Baguio, 2005
  • Professional Diploma in Western Opera (Graduated with Distinction) – Hong Kong Academy for Performing Arts, 2003
  • Teacher’s Diploma in Voice – University of the Philippines Diliman, 1987
  • Secondary Education – Saint Louis Boys High School, 1981
  • Elementary Education – Holy Family Academy (Saint Louis Campo Filipino), 1976

Gaerlan’s affiliations also reflect his deep connection to various civic, cultural, and fraternal organizations. He is a:

  • Member of the Baguio Apache Nation (since 2013)
  • Chairman of the United Guardians Bayang Pino Pilipinas, Inc. – Quezon Hill Chapter (since 2014)
  • Recorder of the Knights of Columbus – Pinehurst Council 5371 (since 2014)
  • Board of Director of Maskara Productions (since 2010)
  • Board of Director of the Baguio Cathedral International Music Festival Foundation (since 2009)

With a platform focused on community welfare, youth empowerment, culture and arts, education, and tourism, Gaerlan offers a fresh, meaningful voice in the council. His advocacy is not merely aspirational—it is grounded in decades of action, mentorship, and leadership. He believes that by uplifting the youth and investing in culture, Baguio can secure a future where development is inclusive and rooted in local pride.

As he enters his fifth electoral bid, Gaerlan is candid about his aspirations. “I hope this is the year I finally graduate from candidacy,” he says with a hopeful smile. He envisions this chapter not as the start of a political career, but as the continuation of a lifelong journey in service—one where he can bring his unique blend of artistic insight, educational rigor, and community love to the halls of governance.

With his heart tuned to the rhythms of the city and a voice that carries the stories of its people, Glenn Gaerlan stands as a bridge between tradition and progress, ready to serve and sing for Baguio in a higher capacity.

Time to Pass the Torch: Why Political Comebacks Are Not the Answer
By Malou Laxamana Pascual May 5, 2025
As the May 12 election nears, a quiet but growing movement is making itself heard in Baguio City. It does not come from the traditional campaign stage or the usual political dynasties. It is not funded by machinery or driven by name recall. It comes from the ground, from the young, and from those who are tired of the cycle. Tired of the same names, the same faces, the same families. Tired of watching opportunity slip away as public service is reduced to a personal brand.
