Former Councilor Rocky Balisong Endorses Gladys Vergara for Baguio's Lone Congressional Seat

BAGUIO CITY – Former Baguio City Councilor Atty. Rocky Thomas Balisong, a respected legal advocate and champion of Indigenous Peoples' (IP) rights, has endorsed Gladys Vergara in her bid for Baguio’s lone congressional seat, alongside aspiring Councilor Glenn Gaerlan and Eric Kelly, in the upcoming midterm elections.

Atty. Balisong, known for his dedicated service as a City Councilor, played a crucial role in shaping policies that benefited Baguio’s communities. Beyond his tenure in public office, he remains a steadfast defender of Indigenous land rights, cultural preservation, and legal empowerment, making him an influential figure in Baguio’s IP sector.

His legal expertise and advocacy have earned him the trust and respect of many, especially in addressing ancestral land disputes and promoting inclusive governance.

In declaring his support for Vergara, Balisong emphasized the need for strong, principled leadership that prioritizes sustainable development, economic growth, and community-driven governance.

“Baguio needs a leader who understands its heritage and future. Gladys Vergara has the vision, experience, and dedication to serve our city with integrity. Her commitment to tourism, sustainability, and inclusive leadership aligns with the aspirations of Baguio’s people, especially our Indigenous communities, who have long been part of its identity,” Balisong stated.

In response, Vergara expressed her gratitude for Balisong’s endorsement, acknowledging his contributions to Baguio’s legal and political landscape.

“Atty. Rocky Balisong has been an unwavering advocate for justice and Indigenous rights, and I am honored to have his support. His legacy of public service inspires me to continue working toward a Baguio where every sector, especially our Indigenous communities, has a voice in governance and progress,” Vergara said.

Balisong’s endorsement has added momentum to Vergara’s campaign, particularly among sectors advocating for cultural preservation, legal rights, and Indigenous empowerment.

As the midterm elections approach, this alliance strengthens a shared vision of a Baguio that honors its past while embracing a future of inclusive progress and sustainable growth.

As the May 12 election nears, a quiet but growing movement is making itself heard in Baguio City. It does not come from the traditional campaign stage or the usual political dynasties. Tired of the same names, the same faces, the same families. Tired of watching opportunity slip away as public service is reduced to a personal brand.
